DECISION
REGULATIONS ON FUNCTIONS, DUTIES, Powers AND ORGANIZATION STRUCTURE OF THE PREVENTION OF MEDICAL OFFICE UNDER THE MINISTRY OF HEALTH

DECISION:
Article 1. Position and functions
1. The Department of Preventive Medicine is a specialized department under the Ministry of Health, performing the function of advising and assisting the Minister of Health in state management and organizing the implementation of law provisions on the field of preventive medicine. prevention nationwide, including: prevention and control of infectious and non-communicable diseases; border medical quarantine; use of vaccines, vaccinations; testing in the field of preventive medicine and biosafety at the laboratory; community nutrition; primary health care and health improvement for people in the community; develop and improve the capacity of the preventive medicine system; state management of public services in the field of preventive medicine.
2. The Department of Preventive Medicine has the legal status, its own seal and account, and its head office in Hanoi city.
Article 2. Duties and powers
1. To assume the prime responsibility for formulating strategies, plannings, plans, programs, projects, schemes and activities in the assigned preventive medicine domain, submitting it to competent authorities for approval, and directing and organizing implementation instructions after being approved.
2. To assume the prime responsibility for, and coordinate in, formulating, amending and supplementing legal documents, professional regulations, regulations and guidance, national standards, national technical regulations and regimes. and policies on preventive medicine are assigned, submit to competent authorities for promulgation and direct, guide, inspect and supervise their implementation.
3. Regarding the prevention and control of infectious diseases (including zoonotic diseases, foodborne diseases; emerging infectious diseases and forgotten diseases):
a) Develop, propose to promulgate or adjust and supplement the list of infectious diseases belonging to groups of infectious diseases according to the provisions of law;
b) To direct, guide and organize the supervision and early detection of infectious diseases and agents of infectious diseases;
c) To direct, guide, and organize the implementation of, contents and measures to prevent infectious diseases according to the provisions of law;
d) To direct, guide and organize the implementation of anti-epidemic measures; to advise the Minister of Health on epidemic declaration, termination of epidemics and application of measures to respond to the state of emergency in accordance with law;
dd) To direct, guide, and organize the implementation of, and inspect and supervise the implementation of, contents of quarantine at border medicine according to the provisions of law;
e) Manage data and act as the focal point for providing information on infectious diseases;
g) To guide, urge and supervise the implementation of the communication and reporting regime on infectious diseases; act as the focal point for synthesizing and reporting periodically and irregularly on the situation of infectious diseases throughout the country according to the provisions of law.
4. Regarding the prevention and control of non-communicable diseases and other chronic diseases:
a) To direct, guide and organize the implementation of activities to prevent and control risk factors of non-communicable diseases, mental health disorders and other chronic diseases; to act as a focal point in implementing activities to prevent and combat harms caused by alcohol use and other alcoholic beverages;
b) To direct, guide and organize the implementation of preventive measures for people with metabolic disorders, pre-disease people, people at high risk of contracting non-communicable diseases, mental health disorders, and Other chronic diseases;
c) To direct, guide and organize the implementation of preventive activities, early detection, management, treatment, care and prevention and control measures for non-communicable diseases, mental health disorders and other other chronic diseases in the community;
d) Act as the focal point for monitoring, reporting, managing and providing information and data on risk factors, disease situation and results of prevention and control of non-communicable diseases and mental health disorders. god and other chronic illnesses.
5. Regarding use of vaccines, medical bio-products and vaccinations:
a) To elaborate and propose amendments and supplements to the list of infectious diseases that require the use of vaccines, medical bio-products according to the provisions of law;
b) To direct, guide and inspect the announcement of the immunization establishment's eligibility for immunization nationwide according to law provisions;
c) Carry out immunization safety surveillance functions of the National Vaccine Administration (NRA);
d) Guide and inspect the use of vaccines and vaccinations and supervise vaccination safety;
dd) To be the standing of the Health Ministry's Advisory Council on use of medical bio-vaccines and the Health Ministry's Advisory Council on post-vaccination response assessment.
6. Regarding testing in the field of preventive medicine and biosafety in testing:
a) Take the lead in formulating regulations and guidance on quality assurance of laboratory testing in the field of preventive medicine;
b) To direct, guide and organize the implementation of biosafety measures in laboratories and the handling and remediation of biosafety incidents;
c) Manage the announcement and issuance of certificates of biosafety standards to laboratories in accordance with the law;
