Prime Minister Nguyen Xuan Phuc has just signed to issue the telegram No. 156 / CD-TTg on strengthening prevention and fighting against acute respiratory infections caused by a new strain of Corona virus.

Prime Minister Electricity: Ministry of Health, Foreign Affairs, Public Security, Defense, Labor - Invalids and Social Affairs, Transport, Finance, Culture, Sports and Tourism, Education and Training , Industry and Trade, Information and Communication; People's Committees of provinces and centrally-run cities.

According to updated information until the morning of February 2, 2020, outbreaks of acute respiratory infections caused by a new strain of the Corona virus (nCoV) have appeared in 27 countries and territories, killing 305 people. there was the first death outside China (in the Philippines), more than 14,500 people infected (of which over 2,000 people are critical), over 43,000 people are being followed. In Vietnam there were 7 people infected, including 4 people from Vietnam.

On February 1, 2020, the Prime Minister announced an epidemic of acute respiratory infections caused by a new strain of the Corona virus (Decision No. 173 / QD-TTg). To continue promoting disease prevention and control, the Prime Minister directs:

1. The Ministry of Foreign Affairs: Actively exchanging documents with Chinese authorities about Vietnam's policies and measures to prevent and control epidemics to create consensus, share and coordinate. prevention and control of epidemics.

Agree with the Chinese side to bring Vietnamese citizens back from China through international border gates: Huu Nghi (Lang Son province), Lao Cai (Lao Cai province), Mong Cai (Quang Ninh province), West Trang (Dien Bien province) and Thanh Thuy (Ha Giang province) at the request of the Ministry of Defense. To assume the prime responsibility for, and coordinate with the ministries of: National Defense and Public Security in, creating favorable conditions for Chinese citizens to return home.

2. The Ministry of National Defense: To assume the prime responsibility for, and coordinate with the ministries and provinces with, border gates in strictly managing the entry, exit and travel through the border gates.

To assume the prime responsibility for, and coordinate with the ministries of: Health, Public Security, Foreign Affairs and the People's Committees of provinces having land and air border gates in receiving Vietnamese people returning home from epidemic zones, ensuring the facilities, equipment, reception and accommodation places to welcome Vietnamese citizens back to the country and is centrally isolated for 14 days, strictly managed according to regulations. Direct the border guards to coordinate with the local forces in the border areas to strictly control the trails and openings.

3. The Ministry of Health: To assume the prime responsibility for, and coordinate with the ministries of: Foreign Affairs, Defense, Public Security and the People's Committees of the concerned provinces to organize the implementation of 14-day medical isolation measures against Vietnamese citizens. return from China; in suspected cases, it is necessary to immediately carry out screening tests and prompt treatment when detecting patients infected in spirit 4 on the spot.

Promote training on epidemic prevention expertise to localities, ensure on-the-spot treatment, and limit cross-contamination; to direct ministries, branches, agencies and localities to inspect means, equipment, materials, drugs, ... for epidemic prevention and control, to promptly report and propose to the Prime Minister.

4. The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with concerned ministries and localities in, reviewing the number of Vietnamese laborers working in China and notify such to the ministries: Foreign Affairs, Defense and Public Affairs. Security, Health, relevant localities to coordinate in preparing appropriate plans in case of need to receive back home; instruct local authorities and related businesses to employ Chinese workers to take anti-epidemic measures according to regulations.

5. The Ministry of Culture, Sports and Tourism shall intensify the inspection of the implementation of stopping the unopened festivals and dramatically reducing the scale of festivals in localities; presiding over and coordinating with the People's Committees of the provinces to announce a thorough epidemic and to stop all festivals, including festivals that have opened.

6. The Ministry of Education and Training shall guide in detail the dismissal of students from school, especially for students under 12 years old in the provinces where the epidemic has been announced; direct the application of anti-epidemic measures such as wearing masks, washing hands with soap, using antiseptics, and disinfecting schools and classrooms.

7. The Ministry of Transport: To direct Vietnamese people not to move to epidemic zones of China, facilitate the removal of Chinese people from Vietnam and to bring Vietnamese people from epidemic areas of China. return home. When sending Vietnamese people home, notify the Ministry of Health and relevant agencies to implement the medical isolation in accordance with regulations.

To assume the prime responsibility for, and coordinate with the ministries of: Foreign Affairs, Defense and Public Security in, arranging to welcome Vietnamese from China to their home country through Van Don International Airport (Quang Ninh) and a number of other airports in the Central and the region. 8.
