DECISION
Regarding the establishment of the Emergency Operation Center

THE MINISTER OF HEALTH
Pursuant to Decree No. 63/2012/ND-CP dated 31 August 2012 of the Government regulating the functions, tasks, authorities and organizational structure of the Ministry of Health (MOH);
Pursuant to Decision No. 3671/QD-BYT dated 7 October 2011 of the Minister of Health on the establishment of the Steering Committee for the Prevention and Control of Dangerous and Emerging Diseases;
Based on the proposal of the Director of the General Department of Preventive Medicine (GDPM) and the Chief of Staff of the Ministry of Health,
DECIDES:
Article 1: To establish an Emergency Operation Center (EOC) under the MOH’s Steering Committee for the Prevention and Control of Dangerous and Emerging Diseases.
The EOC is stationed at the General Department of Preventive Medicine, Ministry of Health.
Article 2: The Emergency Operation Center under the MOH’s Steering Committee for the Prevention and Control of Dangerous and Emerging Diseases has the following tasks:
- To be the point of contact for receiving, summarizing, analyzing, and sharing information of urgent epidemic situations from ministries, sectors, local governments and state organizations as well as from domestic and international individuals and organizations, which will be used for urgent epidemic prevention and control.
- To develop plans, monitor and coordinate activities between Sub-Committees under the MOH’s Steering Committee for the Prevention and Control of Dangerous and Emerging Diseases in order to implement appropriate responses in urgent epidemic situations.
- To advise the MOH’s Steering Committee for the Prevention and Control of Dangerous and Emerging Diseases in the coordination with relevant agencies to mobilize and regulate rapid response teams, mobile emergency teams or health staff from preventive medicine units, healthcare facilities and other related forces to participate in urgent epidemic response, prevention and control.
- To collaborate with related agencies and organizations to mobilize domestic and international resources and implement international cooperation activities for epidemic response, prevention and control; organize the implementation of projects on urgent epidemic response, prevention and control that have been assigned.
Article 3: Organizational structure and operational mechanism of the EOC
- Organizational structure:
- EOC Chief: to be undertaken by the Director of GDPM
- Members of the EOC will consist of relevant representatives of MOH’s departments, agencies, offices as well as those from other agencies and units from related ministries, sectors and international organizations in Vietnam.
- Operational mechanism:
- Leaders and members of the EOC will work concurrently with their current jobs.
- The Director of GDPM is responsible to directly supervise all EOC activities, develop operational plans, assign specific tasks to EOC members, and establish standing units to assist the EOC as needed.
- The EOC has the right to use the official stamp and bank account of the GDPM for business and transaction purposes within their scope of work.
- The operational budget of the EOC is covered by the state budget assigned for MOH and epidemic prevention and control activities, as well as from other legal funding sources.
Article 4: This decision takes effect from the date of signing and issuance.
The Heads of MOH’s Cabinet Office, Inspection Office and related Departments are responsible to implement this decision.
